Every Registration a New UAE Café Needs, in the Right Order

19 October 2026 · MidaOne

Nobody hands you the list. You find the registrations a new café needs one at a time, and almost always at the moment one of them blocks something else — the bank asks for a document you have never heard of, the fit-out stops because an approval was supposed to come before the build, the first visa application stalls on a file nobody mentioned existed. Each individual step is reasonably well documented. What is rarely written down is the order, and the order is the part that costs weeks. Most owners buy that knowledge rather than acquire it, which makes choosing the agent who holds it a decision worth more care than it usually gets.

Why the order matters more than the list

Most of these registrations are gated on an earlier one. A labour authority will not issue work permits to an establishment that is not registered with it, and it cannot register an establishment without a valid trade licence. So a hiring delay in month three is very often a licence problem from month one, surfacing late. The same pattern repeats across the whole sequence: a bank account waits on the licence, visas wait on the files, and the files wait on the licence again.

There is one principle underneath all of it. Nothing that identifies your business to another authority can happen before your business has an identity. Everything else follows from that. Once you are trading, the recurring side of this — what renews when — is a different job, and the café compliance calendar is where that belongs.

First track: the trade name and the licence

The licence track starts before the licence. You reserve a trade name, you get an initial approval for the activity and the structure, and only then is the licence itself issued. On the mainland this runs through the emirate's economic department; in a free zone it runs through that zone's own authority, and the two routes differ enough that it is worth deciding which you are on before you start. Mainland or free zone for a UAE café covers that choice.

The single field on the licence that causes the most trouble later is the activity. Every authority downstream reads it, and a café licensed for the wrong activity gets stopped at food approval, at the bank, and at inspection. Get it right at initial approval rather than amending it afterwards — choosing the right trade licence activity goes through how.

Second track: the files that let you hire anybody

Hiring is not one registration. It is two, with two different authorities, and they are commonly confused because both are often described as producing an establishment card. One is the labour side — your establishment registered with the federal labour ministry, which is what makes work permits and labour contracts possible. The other is the immigration side, handled federally or by your emirate's residency authority, which is what makes entry permits and residence visas possible.

Both read your trade licence, which is why neither can be opened first. The practical sequence is licence, then the establishment registered on each side, then the permission to employ a certain number of people, then individual staff. If you are planning a hiring date, count backwards from the licence rather than forwards from the job offer.

The food permit is a parallel track, not the next step

This is the one that catches people, because it is the only registration that is about the premises rather than the company. Food approval runs through the municipality or food control authority in your emirate, not the economic department, and it attaches to a specific kitchen in a specific unit. That means it starts early and runs alongside the licence track, not after it.

It usually has two separate moments. There is an approval of the layout and the drawings, which generally has to land before you build rather than after, and there is an inspection of the finished premises before you are permitted to operate. Both are reasons to involve whoever is doing your fit-out in the paperwork rather than treating them as sequential jobs — see choosing a café fit-out contractor and, for what the inspection itself is looking at, the Dubai food safety inspection. The emirate guides, starting with how to open a café in Dubai, cover which authority this is where you are.

Tax registrations: separate from the licence, and from each other

VAT and corporate tax are two distinct registrations with the Federal Tax Authority, and being registered for one does not register you for the other even though both run through the same portal. They also become relevant at different moments. Corporate tax registration turns on being a taxable person rather than on making any profit, so a café that loses money in its first year is not thereby excused. VAT turns on turnover, which means a new café may register before it opens, shortly after, or not for a while.

The thresholds, the timelines and the penalties attached to both have been revised more than once since they were introduced, and the figures that circulate on business-setup blogs are not reliably current. Take the ones that apply to you from the FTA directly or from your accountant, and get the answer in writing. Do small cafés need to register for VAT and corporate tax for a UAE café cover how each one works in practice.

The registrations growth triggers, not opening

A second group is not part of opening at all. These are triggered by a decision you make later, which is exactly why they get missed — there is no date in the diary for them.

  • A second branch — usually its own premises approvals and its own entry on the licence, not a copy of the first.
  • Hiring past your current permission — the number of people you may employ is set, and growing past it is a separate application, not a form you fill when the candidate accepts.
  • Serving corporate accounts on invoice — changes almost nothing legally and a great deal in your bookkeeping, so it is worth deciding deliberately.
  • Added activities — delivery, outdoor seating, shisha, a signboard, retail bags of beans. Each is typically its own permission, and several are tied to the premises rather than the company.
  • Your name as a trademark — a licensed trade name is not a protected brand. They are different registrations with different authorities.

The renewal cycle gathers most of the first group together once a year, which is the moment to notice what you have added — renewing a restaurant trade licence walks through it. A bank account sits oddly in this list: it is not a government registration, but it depends on the licence and the activity in the same way, and it tends to take longer than people plan for. Opening a café business bank account covers what it asks for.

Where MidaOne fits

MidaOne does not file any of these for you, and no software does. What it handles is the part that starts the moment the registrations are done: the records they oblige you to keep. Sales are recorded as they happen with 5% VAT applied per sale and a return you can file from, expenses sit in the same record rather than a separate spreadsheet, and reports break sales down by day, item, category, employee and payment method. It is AED 200 a month, or AED 2,000 for the year, with every feature and unlimited devices included — so none of this becomes a second negotiation when you add a till or a branch.

Frequently asked questions

What is the first registration a new café in the UAE needs?

The licence track comes first — reserving a trade name and getting initial approval for the activity, then the licence itself. Almost every other registration asks for a valid trade licence, so starting anywhere else means waiting.

Do I need a separate permit for the food side?

Yes. Food approval comes from the municipality or food control authority in your emirate, separately from the trade licence, and it attaches to the premises rather than the company. It usually involves an approval of your layout before you build and an inspection before you open.

Does my café need to register for both VAT and corporate tax?

They are two separate registrations and one does not create the other, even though both go through the same Federal Tax Authority portal. Corporate tax registration depends on being a taxable person rather than on making a profit; VAT depends on turnover. Confirm which applies to you now with the FTA or your accountant.

Why can I not hire staff when my licence is issued?

Because hiring needs two further registrations on top of the licence — your establishment registered on the labour side, and an immigration file — plus permission to employ a given number of people. The licence makes those possible, it does not replace them.

Which registrations are triggered later rather than at opening?

A second branch, hiring beyond your current permission, and added activities like delivery, outdoor seating or a signboard. None of them have a date attached, which is why they are the ones most often discovered late.

The useful thing to carry out of this is not the list but the shape of it: one track for the company, one for the premises, one for the people, and tax sitting apart from all three. Draw those four lines on a page before you start and you will be able to see, when something stalls, which track it stalled on — which is usually two steps earlier than wherever you are standing.
